Education Sector Reforms Unit (ESRU)


PURPOSE OF ESRU
The Main Purpose of the Unit was to: Plan, Coordinate, Monitor and Evaluate the ongoing reforms activities/programs agreed with the DPC and future reforms activities/programs.

FUNCTIONS OF ESRU

  • Reforms in Policy Development, Planning Coordination, Monitoring and Evaluation of various programs under implementation in the Elementary & Secondary Education Department.
  • Monitor implementation of Education Sector Reforms in Khyber Pakhtunkhwa.
  • Effective monitoring of distribution of free textbooks, the stipend program for girls, teacher’s attendance and reforms under implementation.
  • Monitoring of Training and re-organization of PTCs.
  • Ensure monitoring of PTCs funds.
  • To ensure that the development funds placed at the disposal of the PTCs for provision of missing facilities and construction of classroom are being effectively utilized.
  • Collection and Analysis of Data from Education Management Information System (EMIS) for Planning, Monitoring & Evaluation purpose.
  • Reforms in Boards.
  • Reforms in Training Institutions.

ACHIEVEMENTS OF ESRU

Education Sector Plan
            Education Sector Plan for the period 2007-08 to 2014-16 prepared and notified. ESP is the part of the Capacity Development Strategy.
Capacity Development Strategy (CDS)
            The Capacity Development Strategy (CDS) prepared to identify areas for improvement in the Khyber Pakhtunkhwa Public School System and to plan & implement measures to overcome the weaknesses.
Education Sector Plan for the period 2007-08 to 2014-16 finalized. ESP is the part of the Capacity Development Strategy prepared by the department. Uptil now, donors agreed to provide following amount under ESP.

  • MoU between the Development Partners (DPs) and the Elementary and Secondary Education Department and other Provincial Departments signed on 31/03/2009 at Frontier House Islamabad to harmonize donor’s support to the Elementary & Secondary Education Sector in the Province.
  • Policy regarding special incentives to female teachers in disadvantaged districts approved (Kohistan, Shangla, Battagram, Tank, Dir Upper and Buner) and notified.
  • System of regular and comprehensive classroom assessment in primary schools notified and is being implemented.
  • Policy Framework for the Professional Development of Schools Heads in Primary Schools prepared & notified.
  • Policy to improve the quality of Katchi education in schools notified.
  • Policy regarding On-site teacher development in selected districts notified.
  • Terms of Partnership (ToP) Agreements signed between the Provincial and District Governments.
  • Scheme of Stepends to girls students in grades 6-10 in Khyber Pakhtunkhwa implemented through Post Office & EDOs. (309090 students benefited during 2009-10).

Implementation / monitoring of a scheme of provision of free textbooks to all students from class Katchi to 12th in Government Schools implemented.

  • During the Current Academic session about 4.4 million students of class Katchi to 12 were provided free textbooks at a cost of Rs. 906.265 million.
  • Annual Work Plans for the year 2007-08 & 2008-09 prepared regarding activities of Elementary & Secondary Education Department is one of the first Department to have its work plan.

Reforms in board of Intermediate and Secondary Education

  • Proposed reforms for the improvement in Examination System.
  • Arranged a brain storming workshop attended by the leading educationist/policy makers.
  • Report Developed.
  • Recommendation under implementation.
  • Preparation of Annual Work Plan (Class IX & X) for Secondary Schools. ESRU framed & printed Annual Work Plan for Class IX & X and disseminated in all the Government High/Higher Secondary Schools.
  • Sports Rules re-framed and notified.
  • Two-Day Symposium on the Education Sector “Academic atmosphere in educational Institutions, Shortcomings and their solutions / Education Sector Reforms”, February 18-19, 2009 AT Governor’s House Peshawar.
  • Admission Policy for Associate Degree in Education (ADE) leading to B.Ed (Hons) Elementary at Regional Institutes of Teacher Education (RITEs).
  • Preparation of future three-year strategy paper for the Department.
  • National Education Policy, 2009.
  • Liaison with the Development Partners regarding the reforms activities.
  • Coordination of EST Project of the Federal Government.
  • The process of admission to 90 poor/intelligent students in 7th class in centers of excellence in the province.
  • Field visits of schools throughout the Province for monitoring purpose.
  • Convening of Monthly Progress Review Meetings with EDOs (Elementary & Secondary Education).
  • Public Private Collaboration (PPC).
  • Establishment of Coordination Wing in ESRU.
  • Developed supplementary reading material.
  • Construction of Governing Bodies in High/Higher Secondary Schools.
  • Arranged science exhibition in Govt Higher Secondary School No. 1 City in April, 2008.
  • Video conferencing.
  • Consultation on:
  • Revision of Education Code 1935
  • Framing of guidelines for Delegation power.
  • Arranging science & arts exhibitions.
  • Field visits of schools to monitor & evaluate:
  • Constitution &Functioning of Parents Teachers Council (PTCs).
  • Releases/Utilization of funds and meetings etc.
  • Working of Mentor Teacher Support Program.
  • Staff attendance.
  • Academic level of the students.
  • Staffing position (Teachers).
  • Cleanliness (building and students) and basic facilities.

Miscellaneous Assignments
The ESRU had also performed miscellaneous assignments assigned by the Department.
These assignments include preparation of briefs, summaries, and reports writing; write ups, comments on various nature topics, minutes of meetings, proposals for the ADP 2008-09 & 2009-10 preparation of working papers, preparation of draft of notifications etc.

Future Plans

  • Development of an implementation strategy for the sector plan.
  • Coordinating annual Work Plans regarding National Education Policy, 2009.
  • Further work on Joint MoU with Donors to coordinate, facilitate and harmonize the Donors future technical and financial assistance for school education.
  • Human Resource Management Information System (HRMIS) to be streamlined.
  • Planning Management Information System (PMIS) to be developed.
  • Education through communication and Information Technology (CIT).
  • Teacher Training Management Information System (TTMIS) to be developed & introduced.
  • Voice over IP (VoIP) mechanisms to be launched.
  • Financial Management Information System (FMIS) to be developed and introduced.
  • Strengthening the school academic supervision and management systems.
  • Providing technical and back stopping assistance to the Elementary & Secondary Education Department.
  • Provision of Free Text Books to all students.
  • Provisions of stipends to Secondary Schools Girls.
  • Preparation and circulation of Annual work plan for the year 2009-10.
  • Signing of agreements with Postmaster General for payment of stipends through money orders for the year 2009-10.
  • Conducting of monthly progress review meeting with EDOs.
  • Coordination with the Department, Directorates and Districts with reference to financial matters, public expenditure tracking.
  • Financial Management of ESRU procurement, maintenance of accounts and internal administration and management.
  • Improvement in the examination system of BISEs in Khyber Pakhtunkhwa.
  • Any other activity/task assigned by the department.
